Council decisions and reports guide
2. Schedule of meetings and forward planning (Council MasterPlan)
A committee report can take up to four months to reach the end destination meeting. You need to plan ahead to allow enough time for your report to go to your Directorate Management Team (DMT) meeting and Corporate Leadership Team (CLT). You will need to allow time for consultees to read and comment on your draft report.
If you are planning a committee report, discuss the appropriate timetable for your report and the necessary internal and external consultation with your:
- Executive Director/Director
- Business Manager
- Head of Service
- Directorate Management Team

Council MasterPlan
Democratic Services maintains a master list of all reports for both decision and briefing called the Council MasterPlan (restricted access). Only directors, senior managers and their admin staff have access to this. Further guidance on how to access and use the MasterPlan is set out below.
See the MasterPlan presentation (PDF, 1.2MB) for further information or view the video of a training session held on 15/02/2024.
All reports going to CLT, Committee or Full Council need to be added to the Council MasterPlan.
You should complete the form at the earliest opportunity at least 35 days before the date on which a decision is sought (i.e. the date of the meeting you are seeking the decision from).
Report notification form (restricted access)
Only directors, senior managers and their admin staff have access to the report notification form. If the link above does not grant you access and you feel that you require access to register a new paper for consideration, email Democratic Services requesting MasterPlan access explaining why you need it (it is possible that your paper may have already been logged by another manager)
Urgent items can still be submitted by following the guidance below. If you have any questions, email councilmasterplan@cheshireeast.gov.uk.
Urgent reports
In exceptional circumstances, a report may need urgent consideration ahead of the normal timelines. A relevant member of CLT must approve a report to be scheduled outside the stated deadlines.
