Decisions and reports guide

Overview

Council staff or officers take most day-to-day decisions. Authority for this is set out in the scheme of delegation in the Constitution, and in the local schemes of delegation for each directorate.

Councillors make decisions which are more significant – for example, the review of a key policy or strategy, the approval of a large value contract, or a significant change to service delivery. These decisions are usually taken by committee, but some will require full Council approval. 

You will need to submit a report to the appropriate meeting or meetings to:

  • seek approval / ask for a decision
  • provide an overview of an upcoming programme, policy, or local issue
  • provide an update on an existing programme.

All reports going to either CLT, Committee or Full Council must be added to the MasterPlan by completing a Report notification form (restricted access). If you do not complete the form, your report will not be scheduled for a meeting and will not appear on the agenda.

This should be completed at the earliest opportunity, this could be many months before the drafting of the report has even begun.

The Council MasterPlan lists all reports for both decision and briefing, is maintained by Democratic Services. For any queries on the Council MasterPlan, contact Democratic Services at councilmasterplan@cheshireeast.gov.uk.

You, your Director / Executive Director and the Business Manager should discuss and agree the end destination for the report for example: which body will need to make the decision or receive the briefing at the outset.
