3. Exception payment requests 

Use the exception payment request form only for an agreed exception. This applies if:

  • there's no invoice available due to the nature of the payment
  • you can't raise a purchase order
  • you can't pay using a purchase card

Each exception payment costs £35.42 per transaction - please consider this before submitting your form to Transactional Services. If you're unsure, contact financebusinesssupport@cheshireeast.gov.uk.

Access the exception payment request form on the Unit 4 support site, under 'resources'. Password is 'Unit4' (this is case sensitive).

Agreed exception payment requests

Below is a list of valid exceptions to the 'No PO No pay' policy:

  • Gifts, for example, retirement
  • VAT only invoices
  • Credit Notes when the PO is finished and there are no other PO’s available for the same supplier from your service to apply it against.
  • Reimbursements for children’s travel expenses (Schools)
  • Refunds e.g., cancelled events, refunds to the council and where payments have been made in error to us
  • Compensation
  • Legal including HMRC payments, Land searches and associated court costs (expert fees)
  • Grants (where no other payment method is appropriate)
  • Salary deduction payments and Non-Payroll Expenses (members, interview, volunteer,clergy, final leaver's payments)
  • Childcare vouchers, medicash, cycle to work
  • Compromise Agreements
  • Members Budgets
  • 3rd party legal costs
  • Early Years Payments
  • Livestock and farm supplies (East)
  • Parish Precept Payments individual forms (for the twice-yearly payments, these will go through on the Postback spreadsheet)
  • Utility invoices - we have identified that most of these payments can be paid via purchase card or by raising a purchase order

Any requests not listed above can be reviewed by the payments supervisor or team leader and maybe approved for processing at their discretion in exceptional circumstances.
